The sloping green topography, starting from the street level, integrates users into the building as pedestrians, guiding them with a natural flow toward the halls and foyer level. Along this route, visitors approach the building through a landscape experience intertwined with nature. The halls and foyer are complemented by flexible, multi-purpose public functions such as open exhibition areas and a book café. This programmatic diversity enables the building to serve different user profiles at various times of the day. The main foyer, accessed by the public, serves as a welcoming space incorporating a reception and cloakroom. Supporting public accessibility, this area provides an open and democratic platform for encounters. Simultaneously, a separate entrance has been designed for the mayor and municipal council members, ensuring functional separation and a clear representational hierarchy within the building. This layout balances both public and administrative spaces requiring privacy.
